He said, “The other perspective, too, is that historically, native people have never been recognized, so essentially they are an invisible culture. Today many legal professors and advocates of native people try to get Congress to define (their position) but the refusal is guarded by the executive and legislative branches of the U.S. government.
“Because of that situation, and the (statement) within the bill of rights that there may be no other sovereignty within the continental boundary of the United States, we are caught in a Catch-22 situation,” he said.
He compared them with people of former European heritage who came in the 1600s, people whose journey was to escape economic, social and religious persecution in their own homelands. Very few came because it was the “land of opportunity" as the mythology goes. They came with the understanding to attempt to build something different than their experience as serfs or pilgrims, the lowest rung of peasant society, in their own countries, he said.
