Most of the nearly $270,000 increase in county funds required for the proposed $4.8 million school budget for the coming year is due to the state’s change in the formula for computing ability to pay.

If the Local Composite Index (LCI) were .65 instead of .699, the county’s share of the budget would be $179,000 less and the state’s share would be $179,000 more.

This difference is shown in the corresponding pie chart, where the county’s share will be 57 percent of the budget. During the current year it is 55.5 percent. The state’s share under the new budget will be 26 percent. Under the current budget it is 27.9 percent.

Two factors most influence the LCI: school enrollment and real estate sales. As enrollment goes up, the LCI tends to drop. As real estate sells for higher prices, the LCI goes up. The state uses figures that
