The figures used for real estate sales are also outdated, but until recently that has tended to work in the county’s favor.
Another factor contributing to a greater reliance on county funds is the fact that over a period of years the state has been forcing the county to pick up a greater share of fringe benefits for employees. In past years the state paid 100 percent of the costs of Social Security, retirement and group life insurance due for teachers and other instructional staff that the state said the county needed.
