ral Review Board (ARB) to not act on an application, thereby passing “a hot potato” on to the Town Council. That, he said, would cut out a possible appeal to the council and leave the court system as the only remedy.
The council unanimously revised the draft ordinance to force the ARB to consider all applications.
Mr. Gooch had suggested a handful of minor revisions, and those also passed unanimously.
The end of the ordinance revision process was also the opportunity for passing around the credit for the hours and hours of work it took. “I think it’s remarkable. Four years ago we had a Planning Commission that couldn’t get a quorum. Now we’ve got a Planning Commission that’s spitting out ordinances on a monthly basis,” said Mr. Gooch.
“I’d like to say, on behalf of the Planning Commission, that I’m very proud of this ordinance,” said council member Susan Parrish, who also sits on the Planning Commission. “I hope we can get over this mentality that the people of this town have to be protected from their government and we’re going to go off halfcocked.”
But before the hearing was complete, Mr. Bailey said he still opposes having a non-town resident on the ARB, even if he or she is an architect, planner or other similarly qualified individual. He and council member Janice Moffett both said that constituents have voiced concern about the same issue.
“The only poll that counts is the one that takes place at these public' hearings,” said the mayor, encouraging those with input to attend the meetings where the matter has been discussed.
The public hearing on the HDO was continued until the April meeting.

• Was informed by Vice Mayor; Brad Fisher that budget requests must be handed in by April 15. The proposed budget will be submitted in May and voted on in June.
• Heard from Louise van Dort that administrative assistance for the council will be hired shortly: the interviewing process is almost com-! plete.
