New business and clean industry for economic expansion should be actively sought to provide new employment opportunities here for our residents and their children under conditions which ensure that these businesses are self-supporting, not a burden on the tax base. Tourism and the busindks that supports it should be strongly encouraged, since they provide revenue without the attendant major public services demanded by other industires. 4. Volunteerism, a hallmark of those who live in this proud and independent community, will be supported and encouraged as a continuing reflection of the strong timber and fierce spirit of the Rappahannock heritage. 5. Recognizing that none of these objectives may be realized without a vigorous, democratic local government, this newspaper will remain politically independent and independently investigage any abuse of public trust by public officials.
