The Water and Sewer Authority members reluctantly voted 4 to 1 to formally accept the consent order and $4,000 fine presented by the State Water Control Board. Member Carson Johnson cast the "Nay” vote.
First the members went over each of the other requirements of the consent order, learning that some have already been done and that efforts are underway to complete the rest.
When they took up the vote, Mr. Johnson said, “There is no question we have to go ahead with the different things they want. They are not going to get off our back until we do, and we should not be satisfied until we have a healthy plant.
“By their own admission for the first three or four years they were negligent in making proper semi-annual and annual inspections and giving us information so we could take corrective action through the years,” he continued.
“'Hiey said they were understaffed. Obviously it wasn’t all right.” he noted. “The prior inspector was not doing the job. They hired a new person. She found a lot of problems. She threw the flag up, and within 24 hours the payers in Sperryville were spending money we didn’t have to correct it.”
“1 see no problem with us doing these things, but for them to fine us and us to pay the fine, it’s downright blackmail, and I will oppose paying the fine,” he concluded.
