As to the prospective uses of the building, Mr. Reynolds recommended that the language in the deed conveying the building from the county to the town was “sufficiently broad to allow the town to use the building as a public meeting hall, office, storage of records and for rental or donation by the town to others for short-term events which do not interfere with the normal “public” uses of the building by the town.

Mr. Reynolds stated, “I find this because the language in the deed defines public purposes as '‘any activity a municipality is authorized to undertake by the Code of Virginia. ’
