“The legal system is like a pyramid in that the policies and the funding and the prestige create the pyramid. The Supreme Court is at the top and the juvenile court is at the bottom. The only thing wrong with the pyramid is that it is upside down as far as societal needs,” Dolan said.
“I think it’s the most important court in the system,” he suggested. “It is more important than the Virginia Supreme Court. It is the institutional part of the law that has the greatest impact directly on children.
“I’m a great believer in trying to front-load the amount of money we spend where it’s going to do the greatest amount of good,” he said.
