In Rappahannock County Circuit Court this week, Randall Linden Ramey, 23, of Rixeyville, was sentenced to 13 years, with five years to serve.
Through a plea agreement, Mr. Ramey was sentenced to ten years in the penetentiary for distribution of a Schedule II drug, PCP, to a minor who was at least three years younger than him; two years for possession of PCP; and 12 months in jail for possession of a concealed // weapon. All was suspended except five years of the first charge.
Mr. Ramey had first entered into a plea agreement with the Commonwealth in December, 1993, but Circuit Court Judge W. Shore Robertson rejected the plea agreement in March, stating that he felt that anything less than a 10 year sentence would be inappropriate.
When Judge Robertson rejected the plea agreement, Mr. Ramey then pled not guilty and was expecting a trial this week. However, Judge Selwyn Smith felt that the original plea agreement was binding on the court and decided to accept it and sentenced Mr. Ramey. “This was a difference of opinion between judges,” said Commonwealth’s Attorney Peter Luke.
