“The food stamp component (in these local pilot social service agencies) is operative. The (computer) coding for the AFDC portion is about 90 percent complete, but the Medicaid component remains to be done,” said Mr. Ragland, who represented the Virginia League of Social Services Executives at the meeting.
Henrico and other localities have poured thousands of manhours into implementing this system including training their employees.
Mr. Ragland made a case for the ADAPT system saying that social services workers who determine benefit eligibility have to know or consult 772 pages of AFDC policy, 1,275 pages of food stamp policy and 1,285 pages of Medicaid policy without the automated system.
“There were 35 to 40 pages of forms to fill out before ADAPT, and if we were lucky we could give the applicant an answer on their eligibility within 30 to 45 days,” he said. “Now, they fill out a two-page appli
