Under the provisions of the United States Constitution (Article Two and the Twelfth and Twenty-Third Amendments), the President is not chosen directly by popular vote, but by the vote of Presidential Electors, who will be elected on Nov. 7 in each of the 50 states and the District of Columbia. Each state chooses the same number of presidential electors as its total number of Representatives and Senators in the Congress.
Virginia, having Representatives in Congress from each of eleven Congressional Districts, plus two Senators, is entitled to cast 13 electoral votes, and each party in Virginia nominates a slate of 13 candidates for presidential elector. These competing slates of 13 electors will run statewide in Virginia on Nov. 7; each party must nominate one elector from each Congressional District, plus two at large, to comprise its slate.
