the survey itself as it has no regulatory effect. The preface to the fourth edition of The Virginia Landmarks Register, available at the Rappahannock Historical Society, makes this point clear:
Listing on the Virginia Landmarks Register does not restrict a private owner’s use of his or her property. Architectural controls, such as those imposed through historic district zoning, can be established only by local governing bodies. Registration is primarily an official recognition that a place is an outstanding historic resource and is worthy of preservation. (Preface page x) Zoning and tax issues are regulated by town councils and by the Board of Supervisors; the intent of the Survey of Historic Resources in the county is merely to establish a baseline historical record.
