“Village Center” plan would add 4,138, for a total close to 9,000 people for the District. If owners of nearby lots within the plan exercise their right to build, or sub-divide and build, almost 2,000 more people could be added, for a total of about 11,000 persons.
This extensive growth will impact Rappahannock County. Culpeper County’s population, now at 34,262, grew by over 23 percent from 1990 to 2000. In contrast, Rappahannock County experienced only 5.5 percent growth to 6,983 people from 1990 to 2000.
On July 31, 2001, the Culpeper County Planning Commission held an informational meeting in Jeffersonton to obtain citizen input. For the first time, Clevenger’s Corner’s “Village Center” had a line drawn around it. Within its boundaries would be 1,483 housing units, a projected population of 4,138 people by 2010; a total of 200 acres devoted to commercial use, and a projected sewerage treatment level of 653,200 gallons per day, the effluent being discharged into the Rappahannock River.
Sewer and water capacity determine the boundaries of the “Village Center.” With an existing state-approved sewerage treatment discharge permit of up to 850,000 gallons per day, a 33 percent increase in the “Village Center” is likely beyond the current plan. Water is to be provided by a publicly owned groundwater well system, and use is to be made of a water storage tower.
