Chapter Three
This important chapter shows the historic population growth with up to date 2000 census information. This data is crucial in planning for school population trends and the need for infrastructure planning as well as expenditure rates per student.
Many of the charts and graphs also reflect what the commonwealth and federal government contributes to the county budget, as reflected in the composite ind^x.
Chapter Four
The economy of the county is addressed in this chapter. It reflects the changing of the county work force. Agriculture used to be the main employer together with manufacturing. However, construction trades have now altered the labor force.
Chapter Five
Land use characteristics are addressed in this chapter. These characteristics dictate developmental patterns. They occur along transportation corridors with the village concept among the most important considerations affecting the direction of the county’s future.
Also, the designation of the commercial overlay district serves as a guide for future land use.
The tables and graphs inform the public about the infrastructure of the county and give direction to the county boards for possible future needs.
Chapter Six
The Comprehensive Plan needs to be the beacon for the future development of the county. The goals, principles and policies are enunciated in this chapter. These are the cornerstones upon which all of Rappahannock County’s land use planning shall stand.
