He learned that citizens have the right, if not the responsibility, to engage in constructive participation in their community and that there is no substitute for a person's best effort when it comes to public service.
Warner is survived by his wife of 45 years, Dorothy E. Warner, one daughter, Michele Sloan-Smith of Fort Washington, Md., one sister, Catherine H. Dennis of Scrabble, two grandchildren, two greatgrandchildren, three nieces, two nephews and great nieces and nephews.
A funeral service was held May 24 at Culpeper Presbyterian Church. Interment followed in Shiloh Baptist Church Cemetery in Woodville.
Memorial contributions may be made to 2nd Bank and Trust, 102 South Main Street Culpeper, Va. 22701, to be distributed among Warner’s favorite charities.
