According to the National Highway Transportation Safety Administration, motor vehicle crashes are the leading cause of death for young people from 1520 years of age. In fact, although this age group represents just seven percent of the driving population, they are involved in 14 percent of traffic fatalities. On the basis of miles driven, teenagers are involved in three times as many fatal crashes as other drivers. It is for that reason that Virginia Farm Bureau Insurance Services started the Teenage Driver Safety and Education program for its members in December 1996, with the first bonds awarded in December 1999.
