Willem Hendrik van den Toorn, 66, a Capitol Hill community activist, writer and retired federal employee, died of cancer Dec. 13 at his home in Washington.
Mr. van den Toorn was born in Montclair, N. J. When he was a child, his father, a native of the Netherlands, was appointed director of the Holland America Line, and the family moved to the Hague.
He returned to the United States in 1949. He graduated from Brown University in 1960. In 1961, he received a master’s degree in diplomatic history from the Fletcher School of Law and Diplomacy at Tufts University. He later attended the Hague Academy of International Law and the John F. Kennedy School of Government at Harvard University.
He had lived on Capitol Hill for the past 30 years and served two terms as an advisory neighborhood
