commissioner. He was chairman of the environment committee for the Capitol Hill Restoration Society and personally took over planting and maintaining a park near his home.
Mr. van den Toom was a senior editor for the Hill Rag newspaper, where for the past 10 years he wrote about development plans, farmers markets and the tensions between residents and the federal government. From 1980 to 1982, he served in the same position at the Department of Health and Human Services: In 1982, he became director of the planning, evaluation and budget division of the civil rights office, and from 1987 until his retirement in 1993, he was director of its Budget and Administrative Services Division.
After retirement, Mr. van den Toorn moved to Sperryville, but maintained a residence in Washington, D.C.
He is survived by his wife of 30 years, Susan McCaffray van den Toom of Sperryville and Washington, D.C., and a daughter, Christine van den Toom of Sperryville.
Additional survivors include a sister, Virginia Duys of South Carolina, and a twin brother, Pieter C. van den Toom of California.
A funeral service was held at St. Joseph’s Catholic Church on Capitol Hill on Dec. 16.
