Beginning in 2011, the funding proportion shall shift to 50/50 between DEQ and DCR and, in addition, at least 10 percent of funds will be made available for Combined Sewer Overflow projects;
• If in any given year the General Assembly appropriates other monies to the fund for the same purpose as those expressed in this statute, and the combined funding exceeds $160 million for the year, localities will receive a pro rata refund from the State Treasurer,
• Localities may exempt residential users for reasons of financial hardship;
• Localities may withhold up to $50,000 per year for costs associated with administering collection of the user fee or developing educational materials;
An Advisory Committee composed of legislators and governor-appointed citizens will be established to advise DEQ and DCR on the implementation of the law and the revenues received.
