Having served as county administrator in Clarke County previously, Lee recalled seeing bumper stickers that said, “Don’t Fairfax Loudoun” and then “Don’t Loudoun Clarke,” followed by “Don’t Clarke Fauquier^ and questioned if the new sticker should read, “Don’t Fauquier Rapp.”

“A lot of people would like to live in Rappahannock County. It puts everyone under a lot of pressure,” said Lee.

As Fauquier County began to see an influx of people, Lee said he knew they would have to make some changes to avoid over development of the land throughout the county. It was then that sliding scale zoning, a design from Pennsylvania, was introduced to the county.

According to Lee, sliding scale zoning is “a residential development rights allocation system where the gross residential density declines as the size of the parcel increases.”

With sliding scale zoning, which is designed to keep large tracts of land in farming, one residence is permitted to be built, and after that, the landowner is required to record 85 percent as open space with the Clerk’s Office.

After * 25 years, the Planning Commission and Board of Supervisors can change the zoning of the property.
