As currently written, Tier III status would have no' immediate costs nor require any specific actions for Rappahannock residents. The designation essentially forbids only new point sources of pollution into the river. This means, in essence, a pipe carrying septic effluent or any other potential contaminant. Agricultural run-off, normal septic systems and the like would be unaffected. Water could be drawn from the river for new houses, agricultural or commercial purposes, but no point source, or pipe outlet can end in the river.
