The largest portion of the proposed
increase in the 2008-2009 School Budget is to provide decent salaries.
Before sending the proposed budget to the Board of Supervisors, that budget was cut by $358,000 by the Superintendent & School Board. This cut and resulting Reduction in Force includes the loss of 6 people and is painful to the school community, but realistic given declining enrollment.
According to the State Efficiency Review, the Rappahannock school system runs efficiently without the waste that is often touted in public meetings. In answer to the Efficiency Review’s request for a plan for dealing with declining enrollment, 3.5 positions had been cut including this year, and for next year there will be 6 more.
Had the State of Virginia not reduced next year’s allotment by $443,786 from the amount they provided in this year’s budget (plus cuts in Federal Fluids), there would be no need for increased funding from the taxpayers of Rappahannock County.
