After careful deliberation, I decided I should vote to sustain the President’s veto of the HEW bill. This was a difficult decision, because of the nature of this legislation and the fact that it affects a critical area of our national life.
It is important to understand, however, that both Congress and the President knew that, whatever happened to the specific appropriation bill in question, federal support for education and health programs would not stand or fall with the sustaining or overriding of the veto. Both branches of government recognized that funds must be provided-if not in this bill then by continuing resolution, or preferably in a substitute which could gain Congressional and Presidential approval. I understand a new bill will be forthcoming shortly, and I will urge its prompt consideration. I would like to review some of the factors that went into my decision.
