The third week of the 1970, General Assembly has begun, and the matter which is generating the most interest and concern is to determine how to finance within our present tax structure all of the many services needed by our citizens. The members of General Assembly will have to establish priorities for these various services. Governor Holton has recommended several programs, which will cost many millions of dollars, including the $9 refund from the sales tax on food. Undoubtedly many variations of this tax relief program will be introduced for consideration by the legislators. Such a refund is desirable so long as revenues needed for the other necessary programs are not adversely affected. Bills have been introduced increasing the tax on alcohol, tobacco, and gasoline. The increase in the gasoline tax would be uaed exclusively for the Department of Highway’s program. Although no legislation has as yet been introduced, there is a
