this bill, and to insist on spending the totals in the vetoed bill would require, in some instances, accelerated and crash-spending to be certain that money is spent before the 30th day of June, 1970. I do not think this is in the best interest of the educational system of this country nor in the best interest of the taxpayers of the United States, particularly the Seventh District of Virginia. It is generally not understood that one of the reasons the Appropriations Committee originally supported a funding that amounts to less than that which was finally approved was because, in view of laws establishing certain formulas for the distribution and allocation of funds, it was the feeling of the majority of the Committee that substantial increases not only would accrue those areas which already were receiving substantial funding under federally-impacted aid, but also would require the
