As I stated, the fact that the President has vetoed the HEW bill does not inean there will not be an H£W bill. On the contrary, It is anticipated that there wiil be an HEW bill coming to the Congress within a matter of days for funding for fiscal year 1970, which ends the 30th day of June. It is my view that this bill will direct itself principally to education needs that were covered in the former bill. Even more importantly, it is indicated that there will be a redress of the allocation of funds in the federally-impacted area assistance which may work mainly to the benefit of those areas of the United States which have not shared significantly in this program.
