The idea of this program, as originally envisioned, was worthy--to help local school systems strained by the need to serve the children of military personnel and civilian employees of the Federal Government who had not become taxpaying residents of the community.

The particular hardship was created by the sudden establishment, or expansion, of a federal facility in an area, with consequent rapid influx of families with children.

Today, however, the bulk of this impacted aid goes to major school systems in localities in which the Federal Government, far from being a burden to the local economy, is its mainstay-the prime generator of payrolls, with its employees forming the largest group of established residents and householders, paying local taxes. The suburban counties of Virginia and Maryland which surround the Nation’s Capital are examples.
