Beard began with a history of the agriculture districts bill passed during the last session of the legislature. He characterized the bill as a response to suburban sprawl spilling out from urban areas into prime agricultural crop land.
"Agriculture is still the mainstay of Virginia’s economy and urban sprawl caused concern at both local and state levels." said Beard. In an attempt to encourage ; agriculture without using the f police powers of the state, officials investigated agricultural districts in New York state and modeled the Virginia plan after efforts in use there. Under state enabling legislation, formation of agricultural districts and implementation of land use taxes are left up to local option, said Beard. Adoption of either is governed by local budget constraints and service demand, he added.
