“We thought we’d meet one step at a time,” Harris responded. He said plans called for first building the subdivision’s road and then getting grass to grow on disturbed areas. Only periodic building will be done on the lots, “staggered over a five year period, maybe longer,” said Harris. He maintained that straw bales, plus the natural vegetation and foliage, would be sufficient to control erosion from the building sites and prevent sediment from entering the downhill Jordon River.
