He described the three-member SCC as "honest and dedicated men in a difficult position. . .It (the Commission) is the hot seat in the state right now as power costs increase.” SCC members face difficulties balancing dual roles as public advocates and industry protectors, said Davies. He suggested the possibility of dividing the Commission into two units—one to deal with insurance and banking piatters and the other to deal with utilities.
Currently, the SCC is overworked and lacks an adequate staff, Davies claimed. “I don’t think that adding extra members will make things any better.” He proposed that responsibilities be divided if two more members are added. In that way, the SCC can develop "specilization needed to deal with specific issues.”
Beard said that he thought a three-member Commission was plenty. He relayed advice given to him by his Presbyterian minister on the proper number of members for a committee. “He said you never need more than three and one ought to be sick and the other one dying.”
