Sharon Kilpatrick questioned how clustered sewer systems would benefit Rappahannock County.' "People here live on large lots. There’s no one nearby to cluster with.” She asked what were the possibilities of the legislature changing regulations to permit at least experimentation with compost toilets. “They do exist. They do work. They’re used all over Scandanavia. Why are they illegal in Virginia?”
