begun, despite the effluent’s drop below the new standards. He stated that the permit would be renewed—with or without the School Board signing a consent order agreeing to upgrade the lagoon system.
Should the School Board sign the order, the permit would include both interim and final limits on discharge quality, said Jurewicz. He noted that the interim limits, in effect until upgrading is completed, are a little less strict than even the previous standards in the area of suspended solids.
After the plant is upgraded, then the more stringent standards “to meet the letter of the law” would apply, according to Jurewicz.
Once the consent order is signed by both Dr. Bloomer and the executive secretary of the SWCB, final plans for lagoon improvements must be submitted to the SWCB for approval within 120 days, Jurewicz continued.
He added that actual construction must begin within 90 days of approval of the final plans and must be completed, with the system operational, in another 180 days.
