ensure that the interest of the consumer will be represented at the hearings, as stated in the Constitution of Virginia, Article IX, Section 2. The SCC should include the people that are most effected by the rate increase, by relocating the hearings to a central location within the confines of the Potomac Edison service area.
Only through rational communication in an open hearing between the consumers and Potomac Edison, can there be established a better understanding of the problems. Hearings that are impossible for the people to attend achieve nothing more than a greater degree of suspicion by the consumer.
