Keesey, who is also chairman of the resolutions committee for the convention, will propose that (1) sales tax on food and drugs for senior citizens be removed (2) the state legislature grant property tax relief to senior citizens (3) the Dillon Rule be repealed and “home rule” be given to Virginia counties, cities and towns (4) functions of the State Corporation Commission dealing with utilities be given to a utility commission, composed primarily of consumer representatives.
