Constitution, charter or statutes, the House of Delegates Subcommittee will consider: —Allowing local governments to exempt from taxation all property used for habitation, not just real property, as is current procedure (H.J.R. 52).
—Enlarging the membership of the State Corporation Commission and - providing for the popular election of Commissioners by districts, using present Congressional Districts as a base (H.J.R. 62).
—Allowing a local government to collect taxes in excess of current needs in order to establish a fund as a reserve against depletion of significant local resources (H.J.R. 131).
—Requiring the General Assembly to meet in December of each oddnumbered year for a short organization session, and at this time to elect its officers, organize its committees, receive the Governor’s proposed budget and perform any ceremonial functions necessary (H.J.R. 182).
