Miller interjected that he still wanted the Planners to talk with Plavnick to see what kind of “innovative ideas” the planning engineer had on rural planning.
“Rappahannock brains worked up two right good ordinances here,” responded Barksdale in reference to the county zoning and subdivision ordinances. By utilizing the Planning District services and consulting with Plavnick, Barksdale said that he thought the Commission could begin on a comprehensive plan. “I don’t think we have to ask the Supervisors for more money,” he said.
Miller remarked that he'd read two or three comprehensive plans and felt they weren’t worth the paper they were printed on. "If Rap pahannock’s going to do one of those, we can just pile up a bunch of papers and staple them together,” he said.
Miller continued that he still didn't understand the use of a comprehensive plan. “I don’t see the legal teeth in .it,” he said. 1
