The board also approved use of school buses by the Rappahannock Recreational Authority to transport runners for the six-mile Fodderstack Run, scheduled for April 21. The board first expressed reservations on granting the Rec Authority's request on grounds that it would set a precedent for other community groups to use school buses. Dr. Bloomer reported that regular use of buses by nonschool groups would raise insurance premiums. He added, however, that spasmodic use of buses by community groups would have, no effect on insurance premiums, according to the insurance company.
“The difficulty I have is wanting to assist community organizations. At the same time, I don’t want to jeopardize our insurance rates,” Bloomer said, adding that the insurance company wouldn’t state before hand what consituted more than spasmodic use.
Attorney Douglas Baumgardner, chairman of the Rec Authority, assured the board that allowing the Authority to use school buses wouldn’t set a precedent for other community groups since the Rec Authority, created by the board of supervisors by ordinance, was an arm of the county. “We’re one arm of the county requesting another arm of the county, the school board,
