If property is withdrawn from an agricultural district, White continued, the planning commission must work to prevent an incompatible land use. To protect the district, he suggested that local government purchase development rights for the property withdrawn.
Even though use value taxation applies within agricultural districts, all parcels making up a 500 acre district do not automatically qualify. Dean McDowell, a landowner in Prince William County, reported that 1,400 acres there have been committed to a proposed district. He added, however, that several of the smaller holdings of one and two acre lots will not receive land use benefits. He said the property owners had decided to join in the application for the district because they wanted to remain in an agricultural area.
