Marvin Hates, supervisor from Culpeper County, reported that his board was now processing its first AF District application. Currently, one district in Warren County and three in Hanover County have been approved.
In answer to questions from the audience, Paxton Marshall explained that a district would continue in force until time for the fourto-eight-year review even if withdrawals dropped the acreage below the 500 acre minimum.
Use value taxation applies to the land signed up for an agricultural district whether or not the locality has passed a land use taxation ordinance, Marshall said. He added that use value taxation will continue in an agricultural district even if a locality votes to rescind its land use taxation ordinance.
Col. E. C. Hooper, supervisor from Orange County, stated that five AF District applications have twice been presented to his board with recommendations for approval from both the special advisory committee and planning commission. “None of these was acceptable to the board of supervisors,” said Hooper, who was the only member of the Orange board to vote for approval. “Our board is a development oriented board.”
