AF Districts are essentially “voluntary zoning” set up through agreement between local government and property owners, Copeland said. “It is not a tax law,” he stressed.

The AF Districts Act, passed by the 1977 General Assembly, allows one or more landowners with a minimum of 500 contiguous acres to apply to local government for approval of a district. The application is referred to a special advisory committee and to the planning commission for recommendations. Then it is returned to the supervisors for public hearing and approval or denial.
