Congressional and Presidential assurances apparently have not quieted the fears of some state legislators.

Over objections that there is an adequate federal law, Prince William Del. David Brickley got his colleagues in the House of Delegates three weeks ago to adopt a measure 58-38 to require foreigners to declare their land holdings. The state Senate has since concurred.

In urging passage of the Virginia law, Brickley said 25 other states require such registration, and that Kansas had prohibited land purchases by foreign investors outright.

Newsweek magazine last November said 29 states had limited foreign farm ownership to some extent. Mississippi and Minnesota, the magazine reported, had banned all foreign buyers, Iowa and Wisconsin hold them to 640 acres.
