Kramer maintained the property could still be rezoned to commercial even if the old mill is determined to be located in a flood plain. “There’s nothing in the zoning ordinance to prevent commercial zoning in a flood plain,” he said, citing (1) businesses in the town of Sperryville that are located in flood plain and (2) portions of the Harris Hollow ski area property classified as flood plain and zoned commercial.
In further support of his rezoning request, Kramer read a resolution passed by the Washington Town Council, approving the concept of the old mill restoration.
Kramer had answers ready for questions posed since he first submitted his rezoning application. In regard to water supply, he reported that he’d already received a well permit from the Health Department.
As for parking, Kramer said there is an existing parking area in front of the mill. In addition, he said, a driveway can be brought down parallel with Route 211 to the mill’s lower, flood plain level. Kramer added that cutting trees from the flood plain to clear an unpaved area for parking would increase rather than decrease the ground’s ability to absorb water.
