Savage answered that participants included congregations and ministers from Maryland, Virginia, Arkansas, South Carolina, North Carolina, West Virginia and Pennsylvania.

“We’re open to all with precious faith,” Savage replied. He added that the N.P.E.A. may stay its current , size or may grow, depending on whether additional ministers wanted to join the group. He acknowledged that the N.P.E.A. had no other campgrounds similar to the Route 622 site.
“There’s something lacking in this—a lot of background information that I haven’t seen,” remarked Kermit Weakly. “How did we get this far?” he asked.
Gardiner explained that a building permit was issued to N.P.E.A. last year for three structures but with no mention of any campground. “The camping facilities are completely illegal at this moment,” he stated. Following numerous protests from neighbors during last year’s camp meeting about loud speakers that blared well into midnight, Gardiner said, the N.P.E.A. was now before the board to ask for permission in retrospect.
