“The program is part of the reason for the puzzle,” Eastham maintained. "We’ve proved to you that we have way in excess of the space we need at both schools, though, in effect, we have crowding here and there. The obvious answer to the puzzle is the misuse of space.”
Teaching stations and the number of rooms must be figured into any analysis of school space, Eldred countered.
Interrupting again, Eastham argued that misuse of space, particularly in the special education classes was the issue. “Every time we’ve been in there (EMR and TMR classroom), there are only five students.”
