In the committee report, he concluded that custodial duties at RCHS are not being carried out properly and stated that the administration should be held accountable for the shortcomings of the maintenance program at both schools.

Extra Space?

Dividing the total “interior, usable classroom space” by the high school’s enrollment, Eastham figured that RCHS currently provides 26.35 square feet of space per pupil. This figure is 11.35 square feet per pupil "in excess of the minimum,” he noted, citing state guidelines that recommended just 15 square feet per child.

Eastham said he’d been in contact with state officials and had been told that most school divisions try three lunch periods spread over an hour and 15 minutes before even considering cafeteria expansion. RCHS currently has only two shifts, he noted.

Eastham acknowledged the library only as needing more floor space. Under state guidelines on feet per pupil, the RCHS library falls short by approximately 300 square feet, he said.
