Th« Republican Party of Virginia, through resolutions adopted at its June convention in Richmond:

RECOGNIZES the immediate need to provide salary and benefit programs in the elementary and secondary teaching profession that are competitive with other opportunities in today's job market - to retain quality instructors , and to attract young scholars to the teaching profession; ■
