Fauquier planner Dick McNear maintained that it’s hard to assess the impact of land use on farm land conversion in his county. “The relief in the tax burden—which includes taking taxes off livestock and farm machinery—has created a more positive psyche for the farmers, a better attitude. They feel more secure. They do more planning, rent land, invest in equipment. There are farmers in the business in Fauquier who wouldn’t be without land use. I happen to think it’s done some good but 1 don’t'know how to measure it.”
