A county with a population of approximately 9,000, Clarke’s land use program hasn’t been plagued by abuses from speculators. “We have only a couple of speculators getting land use. In such a small county, you know most of the applicants,” Rhoden added.

According to the commissioner of revenue, Clarke has 8,500 parcels in land use with 368 applications approved in 1980. The total amount of taxes deferred through the program was $60,000 this year. The county’s tax rate for 1981 is 60 cents per $100.
