As of July 1, offenders convicted in Rappahannock may be assigned to community service instead of a jail sentence. This program worked well in Winchester and has the dual benefits of keeping non-violent offenders out of jail and providing much-needed services to local communities.

In Winchester, Hughes assigned a hairdresser convicted of shoplifting to a shelter for battered women. “She came over when she could and fixed the hair of women who had just come in,” Hughes said. "It gave them a lift and it got so she was bringing them permanents and cosmetics at her own expense. Surely it was of more benefit to the community than her spending time in jail.”

Also assigned by Hughes were two teachers who worked off their service requirements by tutoring at a juvenile probation house. Hughes is still working on community servicer equests in the Fauquier
