Caution By GEORGE BOWLES It was around 10 o’clock Sunday night a week ago when an exuberant Sen. Hunter Andrews of Hampton triumphantly announced that the Senate Finance Committee had scored a ipajor coup. Sen. Andrews unveiled a Senate fiscal plan which, if it proves to be sound, could blunt much of the potentially disasterous political impact of spending cuts announced earlier by Gov. Charles S. Robb. At the heart of the Andrews plan was the revelation that the committee had come up with $86 million in newly available money. The governor had made the cuts to offset a projected $305 million revenue shortfall which threatened to throw the 1982-84 biennial budget badly out of balance.
